Pit-bull regulations make LR board meeting agenda

Little Rock officials hope to regulate pit bulls and classify them as a dangerous breed, but they stop short of banning the dogs in an ordinance the Board of Directors will discuss today.

Little Rock is alone in allowing breeds commonly known as pit bulls inside the city limits after Jacksonville passed a ban in May. Sherwood and Maumelle have long banned pit bulls, while North Little Rock enacted a ban in 2004.

Under the proposed ordinance, Little Rock residents still will be allowed to have pit bulls, and new residents can move with their dogs into the city after the ordinance passes. But they will have to register them with Animal Services, pose for a photograph with the dog, sterilize the animal and pay an additional fee to have a dangerous breed permit.

Owners would have 90 days to comply with the new regulations if the ordinance passes. The proposed legislation also would require homeowners to post a city-issued sticker every year on a window visible from the street notifying onlookers of a pit bull’s presence and microchip the animal with identifying information.

The dog would have to be kept indoors or in an outside enclosure. If outside the enclosure, the animal would have to wear a muzzle. If a registered dog were to bite someone, the owner’s dangerous breed license could be revoked.

The ordinance, which limits owners to two dogs per household, would apply to American pit bull terriers, Staffordshire terriers, American Staffordshire terriers and any mix of those breeds.

“I don’t think [the regulations ] are too extensive. I think they will affect the animals that need to be affected,” said Kaye Risser, chairman of the Animal Services Advisory Board. Risser also served on a mayorappointed committee that came up with the regulations.

Pit bulls made up roughly 34 percent of all the dog attacks on humans in the city last year, according to the Little Rock Animal Services Division. That amounted to 47 out of 135 dog bites, a rate that continued this year.

City Manager Bruce Moore said he didn’t expect city directors to vote on the ordinance tonight. Even so, it’s unlikely the language would change, he said.

The legislation originally required liability insurance for dog attacks, something Pine Bluff wrote into its 2006 pit bull ordinance, but that won’t be in the final draft of the Little Rock ordinance. Moore removed the insurance clause because he thought it would be hard to enforce.

Dozens of pit bull owners attended public meetings over the past six months and campaigned against an outright ban.
