Please send a letter to the editor at letters@express-news.net after
reading the San Antonio Express News editorial below which touts the Los
Angeles, CA, ordinance. All letters must have full name (no initials),
address and daytime phone number. Be brief.

Tell them that mandatory pet spay/neuter ordinances and Breeder/Litter
Permits are in complete opposition to the No Kill Revolution led by Nathan
Winograd and result in more animals killed at animal controls - not less.
The No Kill Movement is programs and services, not legislation which is a
proven failure where it passed 15 years ago. San Antonio is striving to
become a No Kill Community by 2012.

San Antonio recently passed an ordinance which requires mandatory
spay/neuter of all outdoor cats and all dogs/cats upon second impoundment
and animals included in the Excess Animal Permit. All dogs not sterilized
by 6 months of age must apply for an Intact Dog Permit. The city refuses to
call this mandatory spay/neuter as it is referred to elsewhere in the US.
The Intact Dog Permit is an application and at the discretion of the animal
control director -- not automatic as when a pet license is issued. Permits
are not pet licenses and give permission for animal control to enter your
premises any time without a search warrant. San Antonio has had a $20
Unaltered Pet License for many years now and few were sold so now pet owners
will pay $57 for the Intact Dog Permit and Pet License? What ever happened
to reason and common sense?
True animal lovers in San Antonio did NOT hail the revision of animal
control policies last year as stated in the article. But the "animal
rights" extremists certainly did!

Editorial: Can San Antonio avoid L.A.'s drastic measure?

Animal lovers hailed a revision of animal control polices in the city last
year. The City Council voted unanimously to adopt a plan aimed at curbing
the population of unwanted animals - a move spurred by Express-News
reporting
that began three years earlier on the deplorable state of animal control in
the city.

San Antonio was euthanizing almost 50,000 cats and dogs a year, more per
capita than any major city in the nation.

That figure has been cut by almost 20,000, according to animal control
officials - a significant reduction, although it is still too high.

The code revision, enacted last December, requires a $50 annual permit for
owners who do not sterilize their pets, providing an economic incentive for
pet owners to do the right thing.

Animal control officials are optimistic, but while the situation has
improved since the series was published in 2004, much work remains to be
done.

The problem lies not with the pets but with their owners, many of whom do
not realize the negative impact of failing to neuter or spay their animals.

Education is the key.

As officials wait to see if the animal code revisions decrease the
population of unwanted animals, another city has taken more drastic action;
the Los Angeles City Council recently passed an ordinance requiring most
dogs and cats to be sprayed or neutered by the time they are 4 months old.

"We will, sooner rather than later, become a no-kill city, and this is the
greatest step in that direction," Councilman Tony Cardenas said, according
to the Associated Press.

San Antonio, also striving to become a no-kill city, has not had to enact
such a tough ordinance - yet.

If citizens act responsibly, it will not be necessary.
